The Norwegian Coastal Administration is the national authority on Pilot Exemption Certificates (PEC). In accordance with regulations for pilotage in Norway navigators must hold a valid Pilot Exemption Certificate to be exempted from compulsory pilotage.
The PEC is applicable in fairways along the entire coastline where compulsory pilotage is in effect, and can be issued to ship masters and other navigators.
An issued PEC is only valid for a single vessel. Upon change of vessels navigators must apply for an altering of PEC (application available below).
To be granted a valid PEC, navigators must encompass good quality knowledge of coastal voyages. In addition, the applicant must be able to prove high quality knowledge of the waters relevant to the application, in some occasions by passing a test before a Norwegian PEC commission. The vessel associated to the PEC must also adhere to certain standards listed by the Norwegian Coastal Administration.
PEC candidates must be fluent in English og a Scandinavian language.
