The Norwegian Coastal Administration is an agency of the Ministry of Fisheries and Coastal Affairs responsible for services related to maritime safety, maritime infrastructure, transport efficiency, and emergency response to acute pollution.

  • Main tasks

    The Norwegian Coastal Administration is both user financed and financed over the state budget. Tasks are assigned to the Norwegian Coastal Administration through the state budget and an annual allocation letter is received from the Ministry of Fisheries and Coastal Affairs.

Pilot Exemption Certificate

The Pilot Exemption Certificate (P.E.C) is issued by the Norwegian Coastal Administration. Mariners applying for a Pilot Exemption Certificate must undergo a theoretical and practical test to qualify for a P.E.C. Upon approval P.E.C’s can be issued to the vessel captain or other qualified mariners on board.
