Long-Range Identification and Tracking (LRIT)

Facts about Long Range Identification and Tracking

What is LRIT?
LRIT is part of a larger monitoring concept based on the development and integration of electronic navigational aids. The LRIT system will be integrated with the ship reporting system SafeSeaNet and the Automatic Identification System AIS – systems that are administered by the Norwegian Coastal Administration.

For governmental use
Information from the LRIT system will be used by official authorities only in connection with vessel traffic monitoring, transport planning, traffic control and traffic intervention of ships that threaten safety at sea or the coastal state (examplified by terrorist threats), to locate injured or vessels in connection to rescueoperations and to monitor vessels involved in illegal, unreported or unregistrered fishing or other illegal activites.

Background
LRIT regulation is included in SOLAS chapter V on Safety of Navigation, through which LRIT is introduced as a mandatory requirement for the following ships on international voyages: passenger ships, including high-speed craft; cargo ships, including high-speed craft, of 300 gross tonnage and upwards; and mobile offshore drilling units. LRIT was adopted on May 19th 2006 in resolution MSC.202(81).

Implementation
The European Maritime Safety Agency (EMSA) will establish LRIT Data Centres to administer LRIT information. This Data Centre will cooperate with five regional coordination centres in Europe. These centres will handle and coordinate information from the Automatic Identification System (AIS) and LRIT information.

EMSA has given Norwegian authories the task of developing a technical proposal for the coordination of regional monitoring data for the northern part of the North Atlantic and Barents Sea.

Regional Coordination Centres have already been established in the Baltic and North Sea regions as well as the Meditteranean. Corresponding centres are planned for the regions of the Black Sea and the North West Atlantic.
