Fees 2026

The sector fees, which consist of pilotage fees and safety fees, are used to fund operations and investments in the pilotage system and the Vessel Traffic Service (VTS) in Southern Norway. Users cover the majority of the costs. These services contribute to increased maritime safety and navigability.

The financial results for both the pilotage system and the VTS are expected to be slightly better than budgeted in 2025. Based on a budgeted result, the fee rates have been proposed to be adjusted for expected wage and price growth in 2026, with one exception.

Pilotage fees will increase by 4.6 percent. This increase is higher than the expected weighted wage and price growth of 3.3 percent in 2026. The additional 1.3 percentage points are to finance the construction of a new pilot station in Lødingen. The current pilot station is in poor condition and has been closed.

Safety fees will increase on average by the weighted wage and price growth for the service in 2026, which is 3.5 percent. Each coverage area has its own fee today, and the changes vary as follows:

  • Kvitsøy – general traffic (no change)
  • Fedje (+2.3 percent)
  • Brevik (+3.5 percent)
  • Horten (+5.5 percent)
  • Kvitsøy – tankers to Kårstø (+11.1 percent)

The state will continue to fund exemptions from the pilot readiness fee for vessels up to 8,000 gross tons (GT). The funding amounts to NOK 99.8 million in 2026.

Discounts on the pilot readiness fee and safety fees for vessels with a high score on the Environmental Ship Index (ESI) will remain unchanged in 2026.

Annual fees for the pilot readiness fee and safety fee (Oslofjord and Rogaland) are ordered through the national reporting system SafeSeaNet Norway and invoiced quarterly.
