Emergency response operations

In the event of a report of, or imminent danger of, a major case of acute pollution, the Norwegian Coastal Administration's environmental emergency team will mobilize emergency personnel and equipment from municipal and state emergency preparedness organizations.

What is a government operation to prevent acute pollution?

In the event of a report of, or imminent danger of, a major case of acute pollution, the Norwegian Coastal Administration's environmental emergency guard will mobilize emergency personnel and equipment from municipal and state emergency preparedness organizations. The mobilization will take place in collaboration with the affected region / municipality or polluter. In the event of chemical accidents, other resources may also be involved.

The Norwegian Coastal Administration may decide that the state shall lead the handling of the action. If government action is implemented, the Norwegian Coastal Administration decides which measures are to be implemented and takes over tactical control over available equipment and materiel. Furthermore, the responsible polluter shall make his resources available and ensure the implementation of the measures decided by the Norwegian Coastal Administration.

In the case of actions led by the state, the Norwegian Coastal Administration may order companies and municipalities to provide equipment and personnel that are part of the emergency preparedness. If there is a risk of very significant pollution damage, anyone can be ordered to provide material or personnel to combat the accident.

The Norwegian Coastal Administration will implement measures on behalf of the responsible polluter, and demand reimbursement for the costs incurred during the operation. The polluter pays principle is an internationally recognized principle.

An action can last from a few days to several months and involves a large number of people and material resources. Such actions can thus be very resource-intensive and entail large expenses for society.

HSE during government operations

The Norwegian Coastal Administration's objective is to carry out all our activities in a safe and responsible manner without harm to personnel, the environment or material assets.

In collaboration with NOFO (Norwegian Oil Spill Prevention Association for Operator Companies), the NCA has prepared the HSE folder Oil spill response, which consists of three parts.

Part 1 deals with organization, rules and requirements, Part 2 is a guide and part 3 is an HSE handbook. In addition, there are a number of useful attachments such as the HSE plan, safety data sheet and form for reporting adverse events (RUH).

The goal is to inform all emergency personnel about health, environment and safety work during oil spill response operations. The HSE handbook is based on experiences from several incidents with acute oil pollution and from a large number of exercises.

Before participating in an oil spill response operation or exercise, we ask that you study the handbook carefully and actively relate to it.
