Sector Fees in 2024

The Norwegian Coastal Administration's pilotage and Vessel Traffic Services are partially financed through fees from vessels sailing in Norwegian waters or to Norwegian ports. The Ministry of Trade, Industry and Fisheries has set new pilot fees and safety fees that apply from 1 February 2024.

Income from pilotage fees and safety fees (sector fees) normally cover the majority of the costs of the Norwegian pilotage service and Vessel Traffic Services.

You can order annual fees in the SafeSeaNet Norway ship reporting system, and are invoiced quarterly.

For pilotage fees in 2024, there is an increase of 5.1 per cent on average, while safety fees have an increase of 7.3 per cent on average.

The change in safety fees varies in the various Vessel Traffic Service areas. The different increase is due to individual VTS fee rates and different traffic volumes and changes in traffic in the VTS areas.

In the Oslo Fjord, the fee will be increased by 7.8 per cent and for gas tankers in Grenland, the fee will be increased by 6.8 per cent. In Rogaland, the security fee is increased by 15.7 per cent on average, with gas tankers to Kårstø in Rogaland receiving an increase of 36.4 per cent due to a large decrease in traffic, while other traffic receives an increase of 5.3 per cent. The tankers to Sture and Mongstad get a moderate increase of 2.4 per cent due to an increase in traffic.

    Vessels that use the pilotage service, Pilotage Exemption Certificate service and the service areas of the Vessel Traffic Service (VTS) must pay a fee. The fee arrangement includes pilotage fees and safety fees.
