Following the consultation process, the fee rates will be finally determined by the Ministry of Trade, Industry and Fisheries and published on kystverket.no. The revised fees will enter into force on 1 January 2027.

For pilotage fees, an average increase of 3.0 per cent is proposed. This is 0.1 percentage points lower than the estimated weighted wage and price growth for 2027 of 3.1 per cent, based on forecasts from Statistics Norway (SSB).
The safety fees for 2027 are proposed to increase by 2.3 per cent on average, which is below the estimated weighted wage and price growth for the service of 3.3 per cent in 2027. The lower increase is made possible by growth in overall tonnage and revenue, as well as better-than-budgeted financial results in recent years.
The discount on pilotage fees and safety fees for vessels with a high score on the Environmental Ship Index (ESI) will be retained. It is proposed to lower the threshold for receiving the discount from an ESI score of 50 to 40. This adjustment reflects the new ESI calculation model that will be introduced on 1 January 2027, under which most vessels are expected to receive lower scores.
The State’s contribution to the funding of the pilotage service (NOK 104 million) and the vessel traffic service (NOK 8 million) will be maintained.
Apart from the revised fee rates and the adjusted ESI discount threshold, no other changes are proposed.
