
Application
The risk management process may be applied for different purposes, e.g.; strategic, operational, voyage planning, tasks, programme, project or other purposes. This Guideline supports two main types of risk management purposes:
Screening, Intermittent and Strategic risk management processes:
Screening and Intermittent processes aim to monitor and analyze the risks in a given sea area, in order to determine whether there are significant changes in the risk level of maritime transportation activities.
Strategic processes aim to obtain an overall picture of all marine risks, to support long-term decision making related to the capacity and organization of the response fleet in the light of the risks (focus on preparedness), and to assess the performance of the response system (focus on response) (OpenRisk Guideline 2018). These processes often apply a quantitative approach.
Operational risk management processes:
Operational risk management processes aim to assess the risks of a specific route or operation, sailing from port A to port B. Most operational risk assessment applies a qualitative or semiquantitative approach, supported with relevant data. They may also be supported by quantitative approaches such as the Polar Operational Limit Assessment Risk Index System (POLARIS).
